- Minutes were postponed until November. Most of council could not open their emails.
- Bills were presented. RoseAnn Brandley motioned to approve the bills. Allen Gardner seconded the motion. The vote was unanimous.
- Cache County Sheriff—not present. Mayor Morgan gave a brief report. There has not been much change in town in regards to the OHVs. Mayor Morgan will ask for more patrol.
- John Hester, animal control, mentioned that traps are available for use by the citizens. Mendon has had more calls for various animals other than dogs.
- Mendon City General Plan. Mayor Mike Morgan asked all of council to study and review the plan over the next month. Mayor Morgan and Jon Hardman both questioned the percent grade for building. It has been changed from 25% to 20%. Mayor Morgan is still concerned about this. Mayor Morgan would like to see a map showing the grades around town. Wellsville is using a 20% slope. It was mentioned to use the phrase, “No slope greater that X% may be disturbed.” Mayor Morgan would prefer not touching anything over a 15% grade. Jon Hardman suggested using 18%. Jon would be open to a recommendation. Mayor Morgan has asked that this be reviewed again in Planning and Zoning. Jon Hardman suggested having the ordinances reflect the general plan. Planning and Zoning has began working on the other ordinances. It was mentioned that the zoning ordinances need to address studies being completed before building permits are issued. It was also stated that documents need to be to Daphne one week prior to City Council. This will give ample time for the documents to be distributed and reviewed prior to the council meeting. Allen Gardner asked about a noise ordinance in Mendon. Jon Hardman asked about a “Summary of Mendon's Ordinances”. It was also mentioned that this could be used as an eagle scout project and/or a young women's personal progress project. Nick Nichols asked about impact fees. Nick would like to research them and then make recommendations. Mayor Morgan told him to proceed.
- Kirk Taylor, Public Works Director, reported that the Mendon Station sprinkling system has been extended. The Mendon Station needs a fresh coat of paint and to be completed. The hood in the food stand has been professionally cleaned. There has been a lot of work completed on all of the fields. Mendon purchased five picnic tables from a surplus sale for use in the parks. The pot holes around town will be fixed in the next month. Kirk has purchased a shell from Paul Murray for $100 to use on the red truck. This will keep the snow and moisture off of his tools. Kirk is waiting for two bids to repair two bubble up boxes and to install a cross drain by Ashlimans. Scouts have removed thistles and other weeds at Kirk's request. Seemons have submitted a bid for radio monitoring of the water tanks. Kirk is still waiting for Campbell Scientific's bid. Kirk has mapped most of the water main valves. Some have been found under 5 inches of blacktop. Scott Hofler will be Kirk's backup for the snow plow this year. Kirk will also put together a list of possible surplus items from the city. RoseAnn suggested replacing the sound system that is stored in the fire hall. Allen Gardner asked about a “livestock water connection.” Mayor Morgan asked Allen to check with other communities and to check Mendon's policies. Stanley Muir's headstone has been damaged. Kirk Taylor will check and get back to the mayor. Kirk will check with Paul Willie about the pianos. It needs to be determined who pays for the dumpster kept at the city shed. Is it paid for by Mendon City, private individuals, or both?
- Mendon Station Revenue Review. Mendon City is close to breaking even for cleaning expenses and utilities versus the revenue generated. Jon Hardman would like to build a fund to help cover the refurbishing of the building over time. After some discussion Jon Hardman motioned to change the Mendon Station Rental rates effective immediately for all new bookings. Allen Gardner seconded the motion. The vote was unanimous. (see attachment) Daphne will give Mayor Morgan the RAPZ grant applications and award letters for reference. Mayor Morgan will then have a meeting to determine the plan of finishing the Mendon Station. RoseAnn Brandley will monitor the cleanliness of the building following those who rent the building for classes over the next couple of weeks.
- No one has applied for Julie Gwilliam's position. The posting will remain up for another month. Possible names were presented for council to talk with if no one applies. (Ed Buist and Melia Balls). Allen Gardner also mentioned that Ben Ferry would like to attend the next city council meeting in November.
- RoseAnn Brandley reported that the Youth Council is sponsoring a dance in November and will be collecting canned food items . There will be a final newsletter before the holidays. The news information will then be on line. Mike Lockhart will be taking care of this. The Christmas Lighting event will be turned back to the Arts Council.
- Jon Hardman reported Craig Rasmussen will do an irrigation system evaluation on 200 North. Todd Thurston will bid the 100 East project with 4-inch line and 18-inch pipe. There needs to be an agreement with Barry Fonnsbeck for storm water. Currently the city is waiting for bids for the storm drains.
- Allen Gardner reported that the LDS Stake Center will be switched to secondary water. Paul Willie would like to have a line down 100 North and along the highway to the old church. Jon Hardman suggested expanding an existing line. Allen also reported that the abatement costs may be higher next year. Allen would like to remain on the abatement district for another three years. Council will decide that. The position usually follows the councilman.
- Mayor Mike Morgan reported that the Fire Department has received a free truck that will be used as a brush truck. It was received from ATK and is in very good shape and has low mileage. The new management structure is in place. In regards to the well project, the tank capacity is fine. The city needs a new source. We need to be able to fill the tanks faster. It is a possibility that a new subdivision could help contribute to this project. RoseAnn Brandley asked about going solar for the new well and pumping. She thought the city should consider it. Jon Hardman has requested a set of the design plans for the school. The city needs a set. The school district is very excited about the joint use of the library. They want to make this work. Paula Watkins is hoping for additional information by November. There are also two new board members for the library.
Jon Hardman motioned to adjourn the meeting. RoseAnn Brandley seconded the motion. The vote was unanimous. The meeting adjourned at 9:38pm.

Mayor Michael Morgan welcomed the public to the meeting.
Public hearing opened at 7:15pm. Mayor Mike Morgan conducted the hearing.
- Final approval of the annexation application for the Ty Haguewood property located at approximately 20000 South Hwy 23. There was no discussion or comment.
- Final approval of the annexation application for the Cache County School District property located at approximately 100 West and 150 North. Gene Hiibner voiced his disapproval and opposition to the annexation. He did not believe this would be beneficial or financial benefit to the city. Gene mentioned how Mr. Haguewood has “jumped through hoops” for his annexation. Cache County School District has not done this. The district should be required to put in the road—not the community. The district does not have a problem raising our taxes. Gene realizes that the school has began construction and this annex will be approved. Mayor Morgan has attended many meetings pertaining to the school. Gene believes the district has been very arrogant with the annexation problem. Gene also has concern with the septic system. He sees no advantage to having the school in the city. Gene hopes he is wrong, but he doubts the district will be as nice as they seem to be. The farmers are paying the price during construction. The ditch has been a mess, and so has the road. Jason Wooden voiced that the school will be of value to the city in 40 to 50 years. The city will have say about the property, not the county. Leslie Larson found having a school in Mendon would improve the community property values. It will enhance values. We may see development in the future. We will also have more control over the use of the land in the future. Leslie wishes she could have heard his arguments two or three years ago.
- Review the Mendon City General Plan. Jason Wooden gave a brief update of the changes. The last version was completed in 2000. A lot of the numbers and statistics have been updated as of 2007. Completed goals have been updated. New goals have been set and stated. Public Hearings over the past years also brought about some changes.
Page 7 Maintain the existing gird layout.
Page 8 Preserve existing vegetation. Utilizing the tree strip plan. Mendon is a Tree City. #9 is new. This is to help remove hurdles people may realize about annexing into the city. For example, if Cobblestone was annexed, hunting would not be allowed. Short range weapons may be considered in that area. Mendon could default to state law on that. 4, 5, 6 all have new changes.
Page 9 #2 is new. There is now a Cache County Trails Master Plan. This will help Mendon be sure their trails tie in with this plan. #3 is new. Jason suggested the need of sidewalks be coupled with the trails. Maybe the two could be worked together. #5 6400 West has been suggested as a bypass. #6 is new. Access to future development. We do not want to land lock anyone. 11,430 acres is incorporated in Mendon City. The map is very accurate. It is a satellite image with enhancements.
Public Services and Utilities. #2 Culinary and secondary water must exist for development. There is interest to codify this. #4 address cemetery needs. #5 Have new developments get approval from the Fire Chief. Assurance of emergency personnel. #8 Mendon does not really know how much water we really have from year to year. Jason suggested a snow recording system. We will eventually see patterns and be able to make future predictions. Possibilities of grants to help with this.
Page 16 Policies. #4 Seek open space on benches for wildlife, habitats, and vegetation.
Affordable housing. #9 work to convert the existing mobile home park into better affordable housing. State code requires that the city consistently review annually.
The appendix is new. Page 21 is a summary of goals. City Council may want to have some input on these goals. Accomplished goals. And the Mendon Historical Society listing of homes. The document is a history of where we have been and where we may be going.
Nick Nichols stated he was not sure the Planning and Zoning Commission is ready for adoption. There are some changes that may be suggested. We also may need clarification of some issues in the document. The document may require an attorney's view of this document as well. We want this document as correct as possible before it is adopted. Cache County is willing to view the document as well. There has not been a lot of public comment. There was not a lot of attendance at the last public hearing.
Gene Hiibner Page 4 Goals. #4 Encourage open space. How does Mendon City intend to do this? Are people seriously considering how too preserve open space? Or is it just talk with a wink and a nod. Jason stated the is under the conservation policy. Mayor Morgan believes there is support in this direction. Jason stated that this would give Gene teeth in the future. If developers and council blatantly go against this it could be stated as in the Master General Plan.

1. Mayor Morgan moved Ty Haguewood's annexation to the beginning. Two petitions have come to council. Planning and Zoning Commission recommended approval. Zoning designation is left for City council to decide. The City Attorney stated that any zoning ordinance designations available as of today may be used. The parcels have not been a part of the city prior to this meeting. Zoning designation: Mayor Morgan stated that the Ag5 will be default for annexation. A request for zoning changes maybe made. Subdivision is a different issue. What would be the zoning designation recommended. Ty suggested zoning residential to save him a step. There is still subdividing approval through Planning and Zoning and the Council. Ty has been working on this annexation for seven months. Going from Ag to residential is determined by the water policy. Allen Gardner asked if we are setting a p residence for future annexation? Ty asked if the zoning could be done at the same time as the approval of the subdivision. The zoning could require change as the subdivision develops. Public hearings will be required. This can be coordinated and makes more sense.
Leslie Larson stated that there was some flexibility. Mayor Morgan stated that the recommended annexation comes in as agriculture that can be later rezoned. The city can also be assured the water requirements will be there. Leslie Larson motioned to annex the ground and subsequently give it a zoning definition of agricultural implementing the A5 zoning. (Ordinance 2007- & ). Allen Gardner seconded the motion. The vote was unanimous.
Jon Hardman commented that he does not want to feel pushed or rushed. There are things happening behind the scene. This needs to be done right. There are wetland issues and storm water. Army Corps needs to be involved. We need to learn from our past mistakes. Leslie stated that Mendon City will have a customized subdivision ordinance when we are complete. Once the land is within the city th re is more control.
2. Minutes were accepted with changes.
3. Bills were presented. Mayor Morgan asked about the billing and payment . Leslie Larson motioned to approve the bills. Jon Hardman seconded the motion. The vote was unanimous.
4. No sheriff.
5. Animal control. Report read.
6. Cache County School District Annexation. (P&Z) memo attached. Leslie Larson stated to be consistent the zoning should be agricultural. Leslie agreed with Gene Hiibner that the annexation should have been completed before construction began. A school is a conditional use. Planning and Zonings recommendation would be for this to default back to commercial. Leslie believes this is a logical location for commercial to evolve. Mayor Morgan asked for a motion. Allen Gardner motioned to accept the school district property with the agricultural zoning and a default to commercial if the school is ever abandoned. (Ordinance 2007- ) Jon Hardman seconded the motion. The vote was unanimous.
7. Mendon City General Plan. Page 8 #5 development on slopes of 25%. This percentage seems excessive. The road should be defined as a public road and any road to be built should have consideration if it is over 12% increase. Jason Wooden has been asked to talk with other communities. Jon recommends that this is researched. We do not want to be in the same situation as Hyde Park and Smithfield with development right to the foothills. Page 4 Does the 1999 need to be changed to 2007 at the bottom of the page. #2 Balance the right of landowners. Jon asked for an elaboration. Jason said to protect property owners and the needs of the community. Leslie will look at the wording of this. There maybe a better wording. We will not be taking property for beautification, but public safety is another case. The wording will be considered. Page 5 the acreage is correct. Page 8 change focus to commercial growth to downtown and eastward. Jon asked if this is truly the direction we want to go. Do we want a “downtown”. #4 Use “provide” not “promote”. Steve Baker is working on the animal right component. Jon recommended that they consider the two dairies that could be annexed into Mendon. Jon also reminded them of food production for families. Page 9 Cache County Trail and Pathway Master Plan—insert the words “as a guide.” #5 5400 West suggested not offering anything above 45mph. #5 Develop 500 W remove the 300 north line and connect WR30 and west Mendon. This would be nice for fire protection. Bypassed suggested channeling traffic through town. Page 13 Environmental plan. There is already a master drainage plan. The plan needs to be implemented. Jason suggested having the Annexation Declaration Policy and the Master Drainage Plan as appendix in the General Master Plan. Allen Gardner does not agree with the stated population of Mendon. 3.2 people per household came from the 200 census.
Allen Page 19 #7 strike it completely. This is contrary to the ordinance. Page 22 Allen did not agree with the Mendon Station being a multi-use community building. Mendon does not have a City Hall. It was agreed to have one more draft. The public hearing is complete so it can be adopted by ordinance. It will be on the agenda in October.
8. Surplus wood flooring. There was one bid from Richard and Paula Watkins. There is a total offer $,1019.50. RoseAnn Brandley motioned to accept the bid. Leslie Larson seconded. Unanimous. Daphne will notify the Watkins
9. Ray Olsen has restructured the Fire Department. Attached sheet. Nothing more with the well project. The school is proceeding. There will be differences with the road bids. If the engineering is okay a four-inch line will be connected to the 200 North Pipeline. This would then be used towards school. Allen suggested getting another head gate on the canal and the church could then be on secondary water versus the culinary water. The Emergency Preparedness drill went quite well. A lot of people looked at their 72 hour kits. RoseAnn asked what the next step for the city will be. Ray Olsen has county plans in place. RoseAnn asked about the siren. Different sound for different emergency. Allen asked about water being delivered to homes in an emergency. RoseAnn mentioned that FEMA would be apart of this. Allen will follow up with Ray in regards to this. RoseAnn is in favor of taking care of our own community.
Julie Gwilliam has resigned. There are two names on the ballot and one as a write in for the November election. There must be a two week posting and can not be appointed for more than two years. An application must be completed.
The decision from the state water engineer for Zan Longstroth's well. He must find a confining layer below 340 feet and go 20 feet below that.
Library board is changing. The Futrells are moving. Mayor Morgan will follow up on this.
10. RoseAnn asked about the newsletter being on line. Are we working towards a webmaster. The email burst would be cheaper than the publishing costs. Mayor Morgan will talk with Mike Lofthouse. Valerie Larsen would like to perform a Christmas play and recitals. Daphne Carlson asked about the Mendon Station being scheduled for these events. The building is already booked for Christmas parties. Jon Hardman suggested compensating someone to chair the celebrations. Mayor Morgan said it could be considered, but he didn't agree with compensation. RoseAnn asked about completing the RAPZ tax grant for the Mendon Station. RoseAnn will organize the meeting.
11. Jon Hardman reported the secondary system for the school. Paul Murray is getting a layout of the 200 North irrigation system. This will then go to the engineer. 200 North the trees are causing problems for the school bus. A tree trimmer is lined up. Pot holes will be patched. Allied will be coming to patch 500 North. Kirk Taylor talked with Paul Taylor about the bubble up boxes at Pheasant Hollow. Todd Thurston will help with this. Rodney Roundy called about tying into the pipeline. John Taylor is putting in their landscape. Jon believes if there is an 8” upgrade then it would be fine to let him add on. Capital Improvements would have to cover the improvement. Paul Willie may be interested in adding an irrigation line. Mayor Morgan and Jon Hardman will discuss it. There is a water leak on the Corner of 200 North and Main. It is the city's issue.
12. Leslie Larson reported that Hunter Anderson needs an eagle project. It was suggested to do the pump house at Pioneer Park. Andersons will contact Kirk Taylor.
13. Allen Gardner passed out the 2007 abatement report. They have set a fogging schedule of twice a week recently. Leslie stated that the fogger does not come down her road. They need to.
